idle control valve

On my car with idling issues i pulled the icv out of the air boot side and left it plugged in with the connector and at the throttlebody side ,this made no difference to the idling and the valve in the icv was closed shouldnt this be open with the engine idling?

the clues in the name of the "idle stabilisation valve"..... the throttle body flap stop (not letting it close completely) provides the air to support the idle speed. the isv really is a non-entity, meaning its not really needed at normal idle, with no electrical loads on the engine it shouldnt be open.

My butterfly flap is completly closed with the throttle stop would up to it just glansing it maybe there is not enough air getting past the butterfly on idle.
