heater and electric windows not working!!!!????

can anyone help??
this has been driving me mad for days!!!!
im in the middle of rebuilding my 325i sport and the engine is out along with the enigine loom.
ive put all the dash back in and internal loom after a full respray
now when i first powered up the heater worked but not on no3 fan speed and the windows worked!
now i have no heater and the windows have stopped too! the window switched dont even illuminate!
ive tried all the fuses their all ok
ive also checked for continuity from the live side of the fuse's to the positive side of the battery and a random few dont show a reading!?
is my fuse box dead?
also my windscreen washer pumps dont work?
please help!!!!!!!!!
