It tells the ecu which of the 3 engine maps to use, idle, normal or max power. All use different fueling and ignition settings. You should also check the basics of air filter, plugs, rotor arm and dissy cap. While your checking the TPS for correct operation (do a search for tps tests) look at the injector loom connector c191 have a look at this link:

Also CTS (blue temp sensor)

While the air intake pipe is off, check out the round plug and socket under the inlet manifold, fitted to the black metalwork, where the injector loom connects to the engine loom. Especially look under the lower rubber boot, where water gets trapped and rots through the wires.

im having similar problems with my M42 idles rough lack of power in the lower range and when she eventually gets to the higher range i get a strong smell of fumes bit like petrol inside the car she is definatly running rich, and even with my mods she is drinking a lot!

seems pretty common i though i had worn piston rings or a leaky head for the lack of power but compression is still good bless her!

This would cause the hesitation, but not account for the exhaust smelling of unburnt fuel.
Take out a spark plug and tell us what colour the tip is.
