Rear spring pads

Due to some potential rubbing issues, I'm needing to raise the rear of my car (325) slightly, and also limit the suspension travel to less than standard. I'm curently running MTec springs all round.
I understand I can get a thicker lower spring pad, this might raise it by 5mm (depending what pad is there atm). Can I use more than one? If so I would probably bond them together with something like Sikaflex (sp?) to eliminate any potential movement.
Could I use an upper sping pad in place of (as well as?) the lower pad and so reduce the suspension travel that way? Or is there a better way of doing it?
My issue is caused by wheels with the wrong offset (ET12), this wasn't so much of an issue until I got new Toyo T1-R tyres fitted the other day - the edge of the tyre now protrudes further out from the rim..
New wheels, or different new tyres is not an option due to lack of finance!
