Afternoon
All
I was fiddling about in the car the other day and when I went out in the evening the dash lights were all out so I checked the fuses one had blown I replaced it and it went again so I replaced all dash lights OBC lights heater lights and (they all were proven to work by the headlamp adjuster lights which work) but I still can't seem to get the to dash lights to work.
The fuses are good.

Don't fully understand you.
Are you saying the dash/instrument lights are all out except the two bulbs that illuminate the headlamp leveling switch?
Note that the bulb for the headlamp/sidelight switch and the fog light switch is a completely different circuit.

That's correct the headlamp adj fogs and main lights do illuminate within the dash.
All instruments on the speedo/rev unit light up except the two 501 lamps
And the lights within the main console ash tray heater etc.

The headlamp adjuster bulbs are on the same circuit and wiring as the rest of the panel lamps, except that one side of them is directly earthed, and doesn't go through the dimmer switch like the rest of them do!
You most probably have a blown dimmer pot on the main headlamp switch.
Pull out the rear ashtray, and then pull out the lampholder at the rear of it. Use a piece of wire to earth the brown/white wire to it. If the panel lights all come on now when you pull out the light switch, then the dimmer is blown.
Either replace the switch, or, if you can live without the dimmer function, you can permanently earth the brown/white wire.

If the wires are still there, earth the brown/white one. Make sure the grey/red is insulated and doesn't touch bare metal. This could be the cause of the blown fuse.
