Try taking the cluster out, there is a guide on the wiki. You can unbolt it pull down and slide left out. Check the screws are tight and the connectors. Also check the white plug bottom right is in ok. If that's no help I have a spare cheapish, the components are easy to change.i believe it shouldn't matter as the white plug determines how many revs it should show based on the engine but get a second opinion here.

Rev. counter dies when the SI board batteries do, if they are of the NiCd type.

The memory back up batteries on the circuit board in the front half of the instrument cluster, that contains all the electronic circuitry for the cluster, except for the speedometer/odometer and the brake pad warning light.
SI indicator is the row of green LEDs at the bottom of the cluster, with a yellow one and a red one at the RH end, and three lights above for 'oil service', 'inspection' and a clock synbol.

Do you even know which version of the SI board you have? The two types of battery are not interchangeable.

Take out your cluster, remove the SI board, and identify which type of board you have. While you're at it, test the batteries.
