speedometer not working correctly have replaced and re-wired at the final end but speedometer know reads at an incorrect speed !!! please help !!!

How far out is it?

One of mine is very optomistic,other is well within 10%.

it seems to be reading around 20mph slower than the car is actually moving !!!
