As in the waters coming into the footwells from the wiper grills on the scuttle?

Well you need to take it to a place like Munich Legends or BMR. Both are south of London. This is either a rusted out bulkhead, or the foam gasket around your heater box has perished. Pray it's the later. Either way both can only really be confirmed by removing the dash and inspecting. Not the sort of job you should take a regular garage.

It may just be a blocked scuttle drain (elephant's trunk).

Surely if it's now coming into the footwells, the waters sat for so long it's destroyed the foam gasket? Albeit the original cause is likely the blocked drain.
