What causes rust on the inside of the car drivers side bulkhead above accelerator, rhd

A combination of water and oxygen getting into a seam, usually via the battery tray in the engine bay

Ah, just had my battery tray all welded up as it was disgustingly damp and horrible, I think it is only surface rust on there, should I just be able to wire wheel it back and hammerite paint it?
