A grinder with a cutting disk mate... It's ver thin and makes perfect cuts.
When you cut it out you then offer the new metal. up to it and trim to suit.
Step one.
mark out how much metal to remove.
Step two.
Trim replacement panel close to correct size.
Step three.
Offer up replacement panel and mark wher it sits on car.
This is the only way to do it and the way we pros do it...

Cut out rusty part on car but be sure to leave enough material to weld the new panel on.
Step five.
Clamp new metal to car using clamps or self tapers.
Step six.
Cut through the new panel and old panel close the edge of the new panel and remove the trimmed metal.
Now you will have a perfect 1mm line to fill with the welder

i use an air hacksaw for most of my cutting and it does a nice accurate job

No roblems,
Remember to drill out the spot welds and take your time withe the welding, very small stitches in different parts no more the 5pm long and let it cool right down before progressin. DO NOT USE WATER TO COOL IT. you will shrink it and distort the metal..
It's hard but be patient the job will be alot better.
Same goes for grinding, don't let it get to hot.
